Launch a Clean Standards Initiative against CCP standards influence
Printed page 852 28. Federal Communications Commission
“Launch a Clean Standards Initiative. … It is vital that the United States meet this threat with a comprehensive clean standards initiative.”
What has happened
- Attempted
The presidential memorandum Winning the 6G Race makes it United States policy to lead 6G development "including steadfastly advancing American interests in the international standards bodies that will play a crucial role in 6G development", and section 5 directs the Secretary of State — coordinating with the FCC Chairman, NTIA and the White House economic and science advisers — to build "a coalition of industry and foreign partners that supports the United States' positions on Agenda Item 1.7 at the International Telecommunication Union's World Radiocommunication Conference-27". That is the Clean Networks method applied to standard-setting, which is what the Quote asks for, but at one agenda item of one conference: it is not a comprehensive clean standards initiative, it is not named as one, and it does not name the CCP. Nothing has changed in any standards body yet.

Research notes
- Negative search recorded in
docs/research/ch-28.mdunder the Chapter 28 cluster search. In short:"clean standards"and"Clean Network"each return 0 Federal Register documents since 2025-01-20 across all types;"standards initiative"returns 0; and"international standards bodies"returns three unrelated banking documents. The Corpus’spresidential-actions.ndjsonhas no title containing “standards” other than the 2025-05-09 water-pressure rescission. - The State Department’s Clean Network pages (the Mandate’s endnote 25) are archived at
2017-2021.state.gov, i.e. the program ended with the first Trump Administration and has not been revived under that name. No successor initiative was found onstate.gov,commerce.govornist.gov. - Winning the 6G Race is a National Security Presidential Memorandum and was not published in the Federal Register, which is why a Federal Register full-text search alone would have produced a false negative on this item. It was found through NTIA’s 2026-05-07 Spectrum.gov announcement, which names it.
