What has happened

    Congress delivered the streamlining half and not the accreditation half. Section 405 of the 21st Century ROAD to Housing Act (P.L. 119-101) amended § 8(o)(8) of the United States Housing Act of 1937 so that a voucher unit is deemed to meet HUD's inspection requirements if it was inspected in the past twelve months under the low-income housing tax credit, the HOME Investment Partnerships Program or a Rural Housing Service program, or by another public housing agency, and it authorized remote and video inspections and pre-approval of units. Section 801 requires HUD and USDA to evaluate a joint physical inspection process for jointly funded projects and to report to Congress within a year. Nothing in the Act, or anywhere in the Federal Register in the window, gives HUD authority to accept inspections by privately accredited inspectors.

  • Two-object ask, one object delivered, so partial: an ask with two objects, one of them delivered, is partial. The delivered object is cross-program reliance on inspections already performed, which is what “streamline the enforcement of compliance with housing standards across the federal government” asks for; private accreditation is untouched.
  • HUD’s administrative work on the same object sits alongside: the NSPIRE compliance dates for CPD programs and for the voucher programs were extended on 2025-09-30 (FR 2025-18988, FR 2025-19070), NSPIRE guidance was issued for HOPWA in August 2025 and for HOME and the Housing Trust Fund on 2026-04-14 (FR 2026-07176), and HUD renewed its “Alternative Inspections — Housing Choice Voucher Program” information collection twice (2025-09-18, 2025-12-04). None of these creates a private-accreditation route; they are leads.
  • A Federal Register full-text search for “private accreditation” with “inspection” over the window returns three documents, none of them HUD’s.
