No definitional change has been made to what counts as TANF assistance, and the one in-window TANF work-participation rulemaking moves in the opposite direction from the Quote. ACF's proposed rule of 2026-04-06 (RIN 0970-AD07) implements sections 301 and 303 of the Fiscal Responsibility Act of 2023 by rebasing the caseload reduction credit from FY2005 to FY2015 and by *excluding* from the work participation rate calculation any case receiving assistance of less than $35 a month. The words 'noncash' and 'non-cash' appear zero times in the proposed rule. The final Family Assistance deregulatory rule of 2026-07-31 removes obsolete AFDC-era and bonus regulations and does not touch the definition of assistance at 45 CFR 260.31.
