  1. Not started

    Neither the Teen Pregnancy Prevention Program nor the Personal Responsibility Education Program has changed its subgrantee or referral-list reporting. The four in-window PREP and TPP Federal Register items are Paperwork Reduction Act notices renewing existing performance-measure collections, the most recent submitted to OMB on 2026-06-18; none adds a subgrantee disclosure or a referral-list condition, and none mentions abortion. Public Law 119-75 extends PREP (section 6302) without new conditions. The FY2026 TPP competition was read in full on 2026-09-03 and the negative is now bounded rather than open: the word 'abortion' appears **nowhere** in the 43,000-character Tier 1 Questions and Answers, and its three appearances in the NOFO itself are in the opposite direction — a conscience clause stating that HHS "will not require grantees, individuals and institutions, who are covered by the Weldon Amendment to counsel or refer for abortions". That is a protection for objecting grantees, not a bar on subgrantees promoting abortion, and it adds no subgrantee or referral-list reporting. The nearest instrument in the other direction is the OASH *Priorities* document, with which every FY2026 OPA notice of funding opportunity requires alignment: "Enforcing the Hyde Amendment: … OASH will prioritize OASH programs and funding that respect the dignity of life and do not use taxpayer funding to promote elective abortion, consistent with applicable law." That is a funding-priority statement, not a bar on subgrantees; the page carries no date of its own, so it is a read-but-undatable source under §5 rather than Evidence. PREP sits at ACF rather than OPA in any case.

  • opa.hhs.gov opens and its sitemap now lists 212 URLs (read in full 2026-09-03). Most TPP program-description pages still carry no date and much of their content is unchanged from the previous administration, so they cannot date a policy change; the FY2026 notice of funding opportunity and its Q&A can, and were read — see the Status note. Nothing in either bears on subgrantee or referral-list reporting.

  • EO 14332 grant-process sweep (2026-09-29). Executive Order 14332 (2025-08-07) puts every agency’s funding announcements and discretionary awards under senior-appointee review and a test of the President’s priorities. Under a rule settled on 2026-09-29, it counts only where an ask’s object is review, clearance or priority-alignment of an agency’s awards. This Quote’s object is subgrantee and referral-list reporting in two programs. Status unchanged.
