Appoint a single OPL Director reporting to the Chief of Staff's office

Done

Printed page 34 1. White House Office

“The OPL is a notably large office. It should have one Director who reports to the Chief of Staff's office, either directly or through a deputy, according to the chief's preference and focus.”

What has happened

  1. Done

One Director of the Office of Public Liaison. James L. Goyer is Deputy Assistant to the President and Director of the Office of Public Liaison in the Annual Report to Congress on White House Office Personnel as of 2025-07-01, and again as of 2026-07-01; neither report lists a second Director of that office. The Quote's condition is singularity — the OPL "should have one Director" — and the report settles it. The reporting line it also asks for is not recorded in the report.

Research notes

Researched 2026-08-27, in one search that covered all of Chapter 1’s White House staffing asks.

  • GOYER, JAMES L. — Director of the Office of Public Liaison, in both reports. The office’s other listed staff are deputies and special assistants, so the “one Director” condition holds.
  • #23 asks something different about the same post — where the Director should be recruited from — and is leveled on its own.
