Draw the OPL Director from the campaign or Capitol Hill, not from K Street

Printed page 35 1. White House Office

“The OPL Director should come from the President's election campaign or Capitol Hill—but should not have deeply entrenched connections to a K Street entity or any other potential stakeholder.”

What has happened

  1. Not started

Unchanged a year on. Goyer is still Deputy Assistant to the President and Director of the Office of Public Liaison in the Annual Report to Congress on White House Office Personnel as of 2026-07-01, as he was in the 2025 report; no successor drawn from the campaign or Capitol Hill has been appointed. The personnel report records title and salary and nothing about provenance, which is why the rung rests on the financial disclosure above rather than on this document.

The Director was drawn from neither of the two places the Quote names. James L. Goyer's certified public financial disclosure — an OGE Form 278e New Entrant Report filed on 2025-05-21 and certified by the agency ethics official on 2025-06-12, published on whitehouse.gov — records a single position held outside the United States Government in the reporting period: Goldman Sachs, New York, Associate, 7/2022 to 1/2025, described in Part 4 as Private Wealth Advisor, salary $212,390. His only employment agreement is the Goldman Sachs defined-contribution plan, and the form states "Other Federal Government Positions Held During the Preceding 12 Months: None". No campaign position and no congressional service appear anywhere on it. Not-started rather than done: an investment bank is not the President's election campaign and not Capitol Hill, so the affirmative limb of the Quote fails on the administration's own document. The K Street limb is a different matter and is not the reason for the rung — Goldman Sachs is not a lobbying entity, and the form discloses no client of the filer's personal services other than his employer.

Research notes

Researched 2026-08-27, in one search that covered all of Chapter 1’s White House staffing asks.

The post is filled and has been since the first year: James L. Goyer, Deputy Assistant to the President and Director of the Office of Public Liaison, in both the 2025 and the 2026 reports. That fact answers #21, which is done.

This ask is different: it is a test of where the Director came from — the campaign or Capitol Hill, and not K Street. The personnel report carries name, status, salary and title, and nothing about provenance.

Reviewed 2026-09-06. The review looked for an allowlisted biography. There is a better instrument, and it is on an allowlisted host: the public financial disclosure. Every non-career White House appointee at this rank files an OGE Form 278e, and the White House publishes the certified forms in its uploads folder (whitehouse.gov/wp-content/uploads/). Part 1 of the form is a sworn list of every position held outside the United States Government during the reporting period, Part 3 is every employment agreement, and Part 4 is every source that paid the filer more than $5,000 in a year for personal services — which is precisely the K Street test the Quote asks about, stated by the appointee himself rather than by a profile writer.

Goyer’s form (New Entrant Report, date of appointment 01/21/2025, appointment type Non-Career; filer’s signature 2025-05-21; agency ethics certification 2025-06-12; OGE certification 2026-01-29) names Goldman Sachs and nothing else in all three parts. That answers the Quote in the negative on its affirmative limb and leaves the K Street limb clean, which is why the note distinguishes them rather than collapsing them into one verdict.

Off-allowlist material found in the same search and not used: LegiStorm and ProPublica’s Trump Town both carry fuller career histories (NRSC Political Coordinator; Special Assistant to the President and Deputy Director of the Office of Public Liaison in the first Trump administration), and a local outlet carries an appointment profile. These are leads. They would, if allowlisted, bear on the Quote’s first limb in the other direction — prior White House service is neither the campaign nor Capitol Hill either, but party-committee work sits closer to the Quote’s spirit than an investment bank does. The site levels on the certified Primary document.

This route generalizes. For any Chapter 1 or 2 appointment ask that turns on where an appointee came from — and several do — the published OGE Form 278e is the Primary instrument, not a biography.
