A search of Senate nominations (congress.gov) for “Office of Management and Budget” returns four records, none a General Counsel; a search of OMB’s Federal Register notices for “general counsel” returns nothing. Because the office is filled by appointment rather than confirmation, absence of a record is weaker evidence here than usual; OMB’s staff directory, which needs a person with a browser to read, is the place that could still settle it.
