Route OMB instructions through the Budget Review Division
Printed page 46 2. Executive Office of the President
“The Director should have a direct and effective relationship with the head of the BRD (considered the top career official within OMB) and transmit most instructions through that office because the rest of the agency is institutionally inclined toward its direction and responds accordingly.”

Nothing in the public record shows the Director routing instructions to OMB through the Budget Review Division. This is an internal chain-of-command practice that leaves no instrument: the Budget Review Division appears in no Federal Register document, no OMB memorandum from M-25-10 to M-26-17, and no line of the FY2027 Budget Appendix's Executive Office of the President chapter. The apportionment authority OMB did publish went the other way — to the Program Associate Directors, not through BRD.

Research notes
Negative search. One negative search covered the Chapter 2 asks on pages 45-49. Specific to this item: a search for “budget review division” across all the federal records we keep and search returns nothing; the OMB memoranda index (whitehouse.gov/omb/information-resources/guidance/memoranda/) lists every memorandum this administration has issued and none concerns BRD; the FY2027 Appendix names OMB’s program activities and BRD is not among them.
