Appropriate funds for port of entry infrastructure and personnel
Printed page 147 5. Department of Homeland Security
“Appropriation for Port of Entry infrastructure. Border security is not addressed solely by systems in between the ports of entry. POEs require technology and physical upgrades as well as an influx of personnel to meet capacity demands and act as the literal gatekeepers for the country.”
What has happened
- Done
Public Law 119-98 adds $13,020,000,000 for CBP personnel and support staff (section 201) and $3,450,000,000 more for border security technology including non-intrusive inspection equipment (section 103). Port-of-entry infrastructure, technology and personnel have now been appropriated for twice, at a scale far beyond anything the Mandate contemplated. The ask is delivered.
- Partially done
Public Law 119-21 delivers all three of the Quote's elements: $5,000,000,000 for CBP facilities and checkpoints (section 90002(a)(4)), $6,168,000,000 for border security technology led by non-intrusive inspection equipment at ports of entry (section 90004(a)(1)), and $4,100,000,000 to hire and train Office of Field Operations officers among other CBP personnel (section 90002(a)(1)).

Research notes
The broadest of this chapter’s port-of-entry funding asks — infrastructure, technology and personnel together. Read with #307, the narrower version on the previous page; both are answered by the same two acts and carry the same Evidence with their own dates.
