What has happened
- Done
BLM published the record of decision for the National Petroleum Reserve–Alaska Integrated Activity Plan, adopting the alternative drawn from the 2020 plan. Leasing followed at once: BLM held the first NPR-A lease sale since 2019 on the strength of it, generating over $163 million, and in May 2026 began a rulemaking to pre-approve qualifying production sites. Most of the reserve is open to leasing, which is what the Quote asks for.
- Partially done
P.L. 119-47 disapproved the BLM rule "relating to 'National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision'" under the Congressional Review Act, voiding the 2024 Biden plan; BLM had already rescinded the 2024 NPR-A regulations by final rule on 2025-11-17.
- Attempted
BLM released a draft analysis supporting "the selection of a new alternative from the 2020 plan that would reopen up to 82% of the 23-million-acre reserve to oil and gas leasing and development", and on 2025-07-30 rescinded the 2024 special-areas notice, the "Maximizing Protection in the National Petroleum Reserve-Alaska" report and the January 2025 interim-management memorandum.

- Attempted
SO 3422 reinstated SO 3352, the 2017 order on the National Petroleum Reserve–Alaska, and SO 3418 §4(b) listed the 2024 "Management and Protection of the National Petroleum Reserve in Alaska" rule for rescission.
