    The FY2026 NDAA sec. 826 requires the Secretary, within 180 days, to implement mandatory key performance objectives for the civilian acquisition workforce, integrated into annual appraisals, promotion and bonus decisions and certification requirements, and sec. 826(f) requires the Under Secretary for Acquisition and Sustainment and the President of the Defense Acquisition University to field experiential learning platforms. Sec. 825 requires a comprehensive assessment of DAU's ability to train the workforce, reported to Congress within a year. Training and evaluation delivered; the personnel and resource determinations and the service implementation plans are not on the record.

    EO 14265 sec. 5 requires the Secretary of Defense, with the Army, Navy and Air Force secretaries and component acquisition executives, to submit a plan within 120 days to "reform, right-size, and train the acquisition workforce," including "an analysis of acquisition workforce staff levels required to develop, deliver, and sustain warfighting capabilities" and field training teams modeled on 10 U.S.C. 1749. That is the assessment and implementation plan the Quote asks for, ordered but not published.
