Assign overlapping policy areas to only one White House policy council

Not started

Printed page 38 1. White House Office

“Identifying these potentially problematic areas and assigning policy responsibilities to only one council where possible will help to speed up the policy-coordination process.”

What has happened

  1. Not started

No published assignment of overlapping policy areas to a single council. The Domestic Policy Council, National Economic Council and National Security Council are all staffed and led, but nothing in the whitehouse.gov presidential-actions Corpus or the Federal Register allocates policy responsibilities among them, and the personnel report carries titles rather than portfolios. What the record does show runs the other way: the Deputy Chief of Staff for Policy also serves as Homeland Security Advisor, and the National Security Advisor is simultaneously the Secretary of State, so overlapping areas have been concentrated in individuals rather than assigned to one council.

Research notes

Researched 2026-08-27, with Chapter 1’s other White House asks.

  • The three councils all exist and are staffed (2026 report): the Domestic Policy Council under Vincent M. Haley, the National Economic Council under Kevin A. Hassett with three deputy directors, and the National Security Council under Marco A. Rubio as National Security Advisor. NSC policy staff are not carried in the White House Office report.
  • The ask is about portfolio boundaries, and no allocation of policy responsibilities among the councils has been published: nothing among the White House presidential actions, nothing in the Federal Register.
  • What the record does show cuts the other way on tidiness: the same person, Stephen Miller, is both Deputy Chief of Staff for Policy and Homeland Security Advisor, and Marco Rubio holds the National Security Advisor post alongside the office of Secretary of State — arrangements that concentrate overlapping portfolios in individuals rather than assign them to one council.
