Have policy councils lead cross-cutting priorities: China, immigration, wokeism

Partially done

Printed page 38 1. White House Office

“While other chapters will cover specific policy goals for each department or agency, incoming policy councils will need to move rapidly to lead policy processes around cross-cutting agency topics, including countering China, enforcing immigration laws, reversing regulatory policies in order to promote energy production, combating the Left's aggressive attacks on life and religious liberty, and confronting "wokeism" throughout the federal government.”

What has happened

  1. Partially done

Two of the five priorities got a White House policy body; three did not. Executive Order 14205 created the White House Faith Office within the Domestic Policy Council on 2025-02-07, and Executive Order 14213 created the National Energy Dominance Council on 2025-02-14, whose executive director and deputy executive directors sit in the White House Office on the personnel report — cross-cutting processes run from inside the White House, which is what the Quote asks for. Countering China, immigration enforcement and confronting "wokeism" have been pursued through executive orders and agency action, and no allowlisted source records the National Security Council, National Economic Council or Domestic Policy Council leading a policy process on any of them. Partial on the delivery of a piece.

Research notes

Researched 2026-08-27, with Chapter 1’s other White House asks.

The Quote names five cross-cutting priorities: countering China, immigration enforcement, energy production, life and religious liberty, and confronting “wokeism”. Two of the five got a dedicated White House body in the first month:

  • Energy — Executive Order 14213 (2025-02-14) established the National Energy Dominance Council. Its Executive Director and Deputy Executive Directors are White House Office employees in both the 2025 and 2026 personnel reports (Jarrod P. Agen; Blake R. Deeley and John R. Reiten), so the council is staffed from inside the White House, which is the arrangement the Quote describes.
  • Religious liberty — Executive Order 14205 (2025-02-07) established the White House Faith Office inside the Domestic Policy Council.

The other three are being pursued through agencies and executive orders rather than through a named White House policy process, and no allowlisted source describes the NSC, NEC or DPC leading a cross-cutting process on China, immigration or “wokeism”. The immigration portfolio is instead concentrated in one person: the Deputy Chief of Staff for Policy is also the Homeland Security Advisor (see #32).
