EIA’s domestic outlook does state the current-law convention the Quote wants: the Annual Energy Outlook 2026 says that in most cases it models only current events, laws and regulations implemented as of December 2025. That is the AEO, not the IEO, so it does not carry this ask: progress is measured on this ask, not on an adjacent one. Covered by the negative search run once for all the EIA asks.
