One-chamber passage of a bill that modifies rather than repeals the mandate: it does not move the Status on its own, which already stands at `partial` on the four enacted CRA disapprovals.

The FY2026 Energy and Water act (P.L. 119-74, division B) §311 took $5.165 billion of unobligated IIJA balances (hydrogen hubs, carbon capture demonstrations, industrial decarbonization, EERE) and re-spent them on small modular reactors, transformer supply chains and regular DOE accounts — a repurposing, not a rescission. The FY2027 request (2026-04-03) again proposes canceling $15.2 billion of unobligated IIJA funds.

The ask is to fund this work, and it is funded: the FY2026 Energy and Water act appropriated $20.378 billion for Weapons Activities (from $19.293 billion in FY2025), covering warhead development and the two-site pit plan, and the FY2027 request seeks $27.44 billion (+35%) for a capability of 80 pits a year. The pits themselves are not yet made in quantity — NNSA still describes stockpile-grade capability as not established, with 30 pits a year at Los Alamos targeted for 2026 and Savannah River in the mid-2030s — but the ask names the funding, not the output.

Naval reactor development is funded and running: the FY2026 Energy and Water act appropriated $2.134 billion for DOE Naval Reactors (from $1.946 billion), covering the Naval Nuclear Propulsion Program's reactor development and the Columbia-class reactor plant, and the FY2027 request seeks $2.394 billion with Naval Reactors Construction up 65%. That half of the ask is met while the work continues, and no new reactor design was announced in the window. The other half — expanding the Navy — has not happened: the battle force stood at 291 ships and was falling, which is why the fleet-size ask at #197 is only attempted. Partial, not done, under the two-object rule.
