this same RIN and read it correctly, but leveled it under the rule as it then stood: it recorded
0694-AJ74 as “a carried-over rulemaking awaiting a response to comments, not an in-window
broadening” and left the item not started. The site owner settled the following day (playbook
§3b) that a dated Unified Agenda entry naming the ask’s object, with a RIN and a stage, is
attempted — the same kind of act as a Budget request. That rule binds, so the stale not started
event has been replaced rather than followed; the earlier pass’s reasoning is kept in
docs/research/ch-21.md, not here.
