Build a parent portal on FERPA and PPRA rights

Research notes

• Confirmed 2026-09-01: the Already-true flag stands. The awkwardness an earlier note recorded was in the old wording of the rule, not in the item. The rule used to read “the ask was satisfied before the window opened and nothing happened inside it”; as amended 2026-09-01 it drops that trailing clause, so upkeep of the existing portal inside the window — the FERPA infographics and the two Dear Colleague Letters — belongs in the note and does not defeat the flag. This ask is to create something, not to preserve or continue it, so the flag is available, and the portal and the resources both existed on 2025-01-20, so nothing in the ask remains outstanding. Recording it as partial or done would still credit this administration with a site previous administrations built.
• The portal’s Evidence date is set to the first day of the window because the site accepts no Evidence dated earlier; the page carries no publication date of its own.
• Executive Order 14190 §3(a)(ii) (2025-01-29) requires the Ending Indoctrination Strategy to address “protecting parental rights, pursuant to FERPA … and the PPRA”, but asks for no portal and no parent resources.
• Checked 2026-09-06: flag stands, and the portal was re-opened to be sure. Something created can be undone by being taken down, which is a live risk for an ED property, so studentprivacy.ed.gov was opened and read again on 2026-09-06: the “Parents and Students” audience section and “A Parent Guide to FERPA” are still on the front page, alongside the PPRA material. The portal stands and the in-window action - the FERPA infographics and the two Dear Colleague Letters - reinforces it. That extends something already true before the window, a change of degree, which the rule as amended 2026-09-06 expressly leaves flagged.
