Nothing found, and the negative now reaches the two bodies that would publish such an audit. **GAO**: its Department of Commerce agency page lists eleven products, on semiconductors and CHIPS, federal land and water management with Tribes, federal award oversight, Russia sanctions and export controls, Census IT and the 2030 Census, weather modification, and priority open recommendations - none on Enforcement and Compliance, antidumping and countervailing duty administration, or regulatory capture. **The Commerce Office of Inspector General**: its report index is searchable and was control-tested (a nonsense term returns nothing, "census" returns five in-window reports), and "enforcement" returns three reports, OIG-23-008, OIG-21-031 and OIG-17-017, every one of them before the evidence window. The OIG's E&C file is real but old - a quality-assurance evaluation, a trade-barriers report, and a 2016 announcement of an audit of E&C's trade-remedy determinations - and nothing has been added to it since 2025-01-20. No guardrails against improper exercise of bureaucratic prerogative have been announced either. Read again on 2026-09-06 against E&C's own publications: its numbered Policy Bulletin series — the vehicle a guardrail would arrive in — has had no new entry since No. 10.3 of 2010-11-26, and ITA's press index carries no in-window item on E&C governance, conduct or oversight.

Cluster negative search E&C-1 (chapter log): Federal Register full text since 2025-01-20 for "self-initiation" (1 hit, a 2025-03-31 correction notice), "surrogate country" (73 hits, all individual AD/CVD case notices), "non-market economy" methodology (131, same), "Top Markets" (0); plus a jq pass over every in-window Federal Register record whose agency is the International Trade Administration, with the individual AD/CVD case notices filtered out. Also Federal Register full text since 2025-01-20 for "regulatory capture" (returns nothing at Commerce); a check of gao.gov for an E&C engagement; and the Commerce OIG.

Both of those were re-measured on 2026-09-05 (read-queue ticket 02 round 2) and both premises were wrong. gao.gov does not 403: www.gao.gov/products/<id>, www.gao.gov/assets/<id>.pdf and www.gao.gov/agencies all answer 200 to the full browser header set. What is broken on gao.gov is enumeration, not retrieval — gao.gov/search is a JavaScript shell and gao.gov/sitemap.xml is an HTML page rather than a sitemap — so the route is to page www.gao.gov/agencies by letter and read the agency’s own product list (https://www.gao.gov/agencies/department-commerce), never to guess a product slug. The Commerce OIG is machine-readable: www.oig.doc.gov opens (the bare hostname does not resolve and the old Pages/home.aspx path 404s), it publishes a real sitemap of 2,842 URLs, and www.oig.doc.gov/reports/?keywords=<term> is a working filtered search. The gap is closed and the negative above is now a measurement.
