What has happened

The department began folding administrative functions together: the Office of the Executive Secretariat was eliminated as a separate office and its functions consolidated into the Justice Management Division, the department's administrative and human-resources arm. Three weeks earlier the Tax Division's functions were dispersed into the Civil and Criminal Divisions. Consolidation is happening and is being done by rule; neither rule reaches the human resources, legal counsel and public relations functions scattered across components that the Quote names, and every component retains its own.
