The Secretary of the Navy has convened no board to review and reset requirements for Coast Guard wartime mission support. Federal Register full-text search over the window returns nothing for a naval board on Coast Guard wartime requirements; the Coast Guard Authorization Act of 2025 contains no such requirement; and the two presidential instruments on maritime forces - EO 14269 and the memorandum of 2026-08-13 on rebuilding the Navy and the shipbuilding industrial base - direct plans and reviews on shipbuilding and industrial capacity, not on the Coast Guard's wartime support requirements. **The service's own doctrine has now been read** and carries no such board: Action Order 26-02, *FIGHT: How We Operate* (2026-06-17), is the Commandant's full statement of how and where the Coast Guard operates and of the transformation under way, and it directs eleven named actions within 120 days - mission command doctrine, a Readiness Framework, plans for Coast Guard Forces Southern Approaches and Coast Guard Forces Arctic, an expeditionary cutter squadron, basing and logistics shifts, Reserve and Auxiliary lessons-learned reviews, leadership training. Every one of them is an internal Coast Guard action ordered by the Commandant; none is a Navy board, and the Secretary of the Navy is not mentioned. The Commandant's Intent of January 2026 and both Force Design 2028 reports are the same: joint-force integration is described as a purpose, never as a joint requirements board.

The negative now reaches the service’s own doctrine, and not only the Federal Register and the statute.
