Hold annual joint Navy-Coast Guard wartime drills in the Pacific
Printed page 156 5. Department of Homeland Security
“the Chief of Naval Operations and the Coast Guard Commandant should execute dedicated annual joint wartime drills focused on USCG's wartime missions in the Pacific (the money for these activities should be allocated from DOD).”
What has happened
- Not started
No dedicated annual joint Navy-Coast Guard wartime drill program in the Pacific has been established, and no DOD funding line for one has been identified. The Coast Guard Authorization Act of 2025 requires an annual plan for Coast Guard operations in the Pacific and a feasibility study on deployments in support of Operation Blue Pacific (section 7118), and a plan for joint maritime operational and leadership training with the Taiwan Coast Guard Administration (section 7263) - planning and partner training rather than the joint wartime exercises the Quote asks the Chief of Naval Operations and the Commandant to execute. **Re-checked 2026-09-05 against the Coast Guard's own doctrine**, which is now readable: Action Order 26-02 (2026-06-17) sets out how and where the service operates and directs eleven named actions, including a plan to transform the existing Expeditionary Cutter Squadron to operate "in the southern maritime approaches of the Western Hemisphere and in the Pacific" - a Coast Guard force construct under the Commandant, not a joint drill program with the Chief of Naval Operations, and carrying no exercise cycle and no DOD funding line. Neither Force Design 2028 report, nor the Commandant's Intent of January 2026, establishes an annual joint Navy-Coast Guard Pacific wartime exercise.

Research notes
One negative search covered this ask with the others on pages 151–158 of Chapter 5.
Reviewed 2026-09-05, together with #398. The Coast Guard’s and the Navy’s sites, and their subordinate commands’, can be read (uscg.mil, navy.mil). The Coast Guard’s current doctrine was read in full from media.defense.gov (linked from uscg.mil/alwaysready).
- The negative’s remaining limit is enumeration, not access. The Coast Guard newsroom’s search box (news.uscg.mil) returns an identical page for any query, real or nonsense, so no negative can be taken from it, and its regional article listings are built in the browser, so they could not be read. A single unannounced exercise could therefore sit unread; a standing annual program with DOD funding, which is what the Quote asks for, could not, because it would appear in doctrine or in the statute and appears in neither.
