“Congress should create an employer grant worth up to $10,000 per year or pro-rated portion thereof for each worker engaged in on-the-job training, defined as some share of paid time spent in a formal training program.”

The administration's substitute is a block grant rather than a per-worker employer grant: the FY2027 Budget proposes Make America Skilled Again, consolidating workforce dollars and giving states and localities flexibility to spend them, funded by eliminating Job Corps (-$1.6 billion) and the Senior Community Service Employment Program (-$395 million).
