Declassification in this administration has been by one-off presidential direction, not by a new ODNI-run process. Executive Order 14176 ordered the release of the Kennedy, Robert Kennedy and King assassination records; a presidential memorandum of 2025-03-25 ordered immediate declassification of Crossfire Hurricane materials; and section 6803 of the Intelligence Authorization Act for FY2026 requires a declassification review of COVID-19 origins intelligence. Each is a named body of records. Nothing establishes the faster, nimbler, default-to-automated, larger-scale ODNI-run declassification process the Quote asks for.
