No "medium-sized business" classification exists and none has been proposed. The SBA has been busy on the adjacent object throughout the window and every move keeps the single small/not-small line: a proposed rule of 2025-08-22 raising monetary-based size standards for 263 industries, a revised size standards methodology of 2026-08-20, and, filed the same day, a proposed rule setting new size standards for 338 industry groups and industries. None creates a middle tier or a program confined to firms in one. Federal Register full text since 2025-01-20 returns 0 documents for "medium-sized business" and 0 for "medium sized business"; no bill of the 119th Congress carries "medium-sized" or "size standard" in its title.

Research notes
- §3b, progress is measured on this ask: the SBA’s size-standards program is the machinery a medium-sized classification would have to run through, and raising a threshold is not creating a tier. The proposed rule is attached to the not started event so the page shows what was done on the object instead.
- The SBA does note in its 2025-08-22 proposal a “policy of not lowering any size standards, except for excluding dominant firms from qualifying as small” — the closest thing in the record to a distinction between larger and smaller small businesses, and not a classification.
