Create a White House Senior Advisor for energy and environment policy
Printed page 61 2. Executive Office of the President
“The President should issue an executive order establishing a Senior Advisor to coordinate the policy development and implementation of relevant energy and environment policy by officials across the EOP (for example, the policy staff of the NSC, NEC, DPC, CEQ, and OSTP) and abolishing the existing Office of Domestic Climate Policy. The Senior Advisor would report directly to the Chief of Staff.”
What has happened
- Partially done
The coordinating function came back four weeks later as a council, not a Senior Advisor. EO 14213 establishes the National Energy Dominance Council inside the Executive Office of the President with the entire relevant EOP policy leadership as members — the National Security Advisor, the Assistant to the President for Economic Policy, the Assistant to the President for Domestic Policy, the Chairman of CEQ, the Director of OSTP, the Chairman of the CEA and the Director of OMB — and provides that "the functions of the Council shall report to the Office of the Chief of Staff." That is the coordination across the EOP, reporting where the Quote wanted it. What it is not is a single Senior Advisor: the chair is the Secretary of the Interior and the vice-chair the Secretary of Energy, both outside the EOP.
- Partially done
Half of this ask — abolishing the Office of Domestic Climate Policy — was done on day one, by revoking the order that created it. EO 14148 section 2(s) revokes EO 14008, whose section 202 had established "the White House Office of Domestic Climate Policy within the Executive Office of the President" under an Assistant to the President and National Climate Advisor. No Senior Advisor was created in its place that day.

Research notes
Read EO 14213 and EO 14148 in full at govinfo, and EO 14008 section 202 (pre-window, read only to confirm what EO 14148 abolished). Leveled partial under the “achieved by other means” rule: the abolition limb is delivered, the coordination limb is delivered by a different instrument, and the named object — a Senior Advisor reporting to the Chief of Staff — does not exist.
