    No "Express 30" pilot exists, and no VA commitment to decide a veteran's first fully developed claim in 30 days was found under any name. The Federal Register carries nothing (phrase search returns zero VA documents), and neither the FY2027 congressional submission nor any VA press release of the window names a first-claim pilot or a 30-day commitment: the Disability Compensation Program chapter's own targets are an average of 59 days pending and 76 days to complete for 2026, and VA's public claim is that the average time to complete a claim fell from 141.5 days to 80.7 days. VBA does run a Priority Processing Request collection and a "Notice of Exception to Date of Receipt Rule" notice in the window, but neither creates a first-claim express lane.   • The nearest thing in the record is speed generally, not a first-claim express lane: VA announced record claims production repeatedly across the window and reported the backlog falling below 100,000 in February 2026. None of it is organized around a veteran’s first fully developed claim, which is what the Quote asks for; under §3b, progress is measured on this ask.
  • Congress moved but did not act: H.R. 9237, the Take Care of America’s Veterans Act, carries claims-processing provisions (§107 automation plan, §111 processing and outreach improvements) but no express-30 commitment, and proceedings on it were postponed on the House floor on 2026-07-16 without a passage vote.
