Set benefits performance targets and report performance publicly each quarter

Research notes

• The pre_satisfied flag follows playbook §3b and ADR 0003: the specific ask — targets identified, actual performance reported publicly at least quarterly, metrics used to drive improvement — was satisfied on 2025-01-20. The reporting cadence is more frequent than the Quote asks (weekly, not quarterly).
• Confirmed 2026-09-01 (ticket 26 phase 2, pre_satisfied batch), flag kept. A create ask — identify, report, use — not a preserve or continue ask, so the flag is available. The third limb, “use these metrics to drive consistent improvement”, is a standing activity with no closing state; §3b’s standing-activity branch says to level such a limb on the ordinary ladder against whatever dated instruments exist rather than to invent a rung, and the dated instruments here (the continuous Monday Morning Workload Report index either side of the inauguration, and the FY2027 submission’s targets reported against actuals) show the practice running before the window and through it. Nothing in the ask is outstanding on 2025-01-20, so the flag holds.
• The negative reaches VA’s own published reporting, not Federal Register rulemaking: VA runs whole programs with no Federal Register trace, so a Federal Register search would prove nothing here either way (§3b, “a negative search must say how far it reaches”).
• One in-window addition of quarterly public reporting was found, but for a different object: the Disability Compensation Program was designated a High-Priority Program in 2025 for improper payments over $100 million after extrapolation, which “requires DCP to report quarterly progress publicly on PaymentAccuracy.gov” (FY2027 Volume 3). That is improper-payment reporting, not benefits performance reporting, and it belongs to #1790.
• Corrected 2026-09-06 (read-queue ticket 07), and the premise was false. The two queue rows for this item both rested on the claim that performance.gov/agencies/va/’s “goal content and quarterly updates render client-side”. They do not render client-side; they are not there. The page is fully server-rendered and its entire body is a mission statement, a “This agency’s goals, progress, and results” heading and three buttons labeled Strategic plan, Performance plan & report and Learning agenda — all three linking to the same www.va.gov/performance/ page. There is no Agency Priority Goal, no quarterly update and no per-goal content anywhere in the markup; the only APG material on the site is on the bidenadministration.archives.performance.gov, trumpadministration.archives.performance.gov and obamaadministration.archives.performance.gov subdomains. Recorded in the Status note rather than as Evidence: an absence on a third-party aggregator is weaker than the presence of VBA’s own weekly report, and it is not on this ask’s object.
• www.va.gov/performance/ (page timestamp 2026-05-13) was read too. It offers the Agency Financial Report, the annual budget submission, the Functional Organization Manual, the Annual Performance Plan and Report — whose most recent edition is still 2024 — the Program Evaluation Policy, the Annual Evaluation Plans through FY2026 and the GAO High-Risk improvement plans. VA’s forward performance targets have moved into the budget submission, which is the FY2027 Volume 3 already cited.
• Checked 2026-09-06 (read-queue ticket 06, Already-true sweep): flag stands, and this is the closest call among the items whose flag was kept. One in-window change does remove a quarterly public reporting channel - performance.gov/agencies/va/ no longer publishes any Agency Priority Goal or quarterly update for VA, as the ticket-07 read established on 2026-09-06. But the object of this ask is VBA’s benefits performance targets and their public reporting, and that is intact and more frequent than the Quote asks: the Monday Morning Workload Report index runs unbroken from MMWR-01-04-2025 to MMWR-08-29-2026, and the FY2027 submission still sets targets and reports actuals against them. An adjacent reporting vehicle going dark is the pre-window truth partially touched nearby - a change of degree on a different object - not the ask’s own object ceasing to be in the asked-for state. Flag kept; the performance.gov finding stays in the Status note where a reader can weigh it.
