“Rather than thinning limited federal resources by spreading funds across all countries (including some that are unsupportive or even hostile to the United States,) the next Administration should focus on those countries with which the U.S. can expect a mutually beneficial relationship. After being designated focus countries by the State Department, such nations should receive a full suite of American engagement.”

The selectivity the Quote asks for is now stated policy without the formal designation it asks for. The Bureau of African Affairs describes assistance that "is conditional, it is targeted, it privileges our partners, and it includes a clear exit strategy", says "countries that haven't acted in ways that support U.S. interests are looking at reductions in assistance", and names bilateral Health MoUs with "dozens of countries" as the vehicle for concentrating engagement. Congress supplied a discretionary instrument in section 7071 of P.L. 119-75, the America First Opportunity Fund, up to $850,000,000 to "engage proactively with strategic partners". No State Department list of designated African focus countries has been published: a Federal Register full-text search for the quoted phrase "focus country" since 2025-01-20 returns one unrelated TPS notice, and no such list appears in the state.gov sitemap index.
