The Bureau of African Affairs states the reorientation as accomplished policy: "The United States is resetting its relationship with Africa based on mutually beneficial partnerships rather than aid, dependency, and spreading divisive ideology"; "the United States has shifted from aid to trade in Africa"; a commercial diplomacy strategy that retools embassy personnel into deal teams and deploys EXIM and DFC financing; over 60 deals worth more than $25 billion supported since the start of the administration. Assistance itself is recast as "strategic capital", conditional and targeted, with an exit strategy. Congress supplied the trade leg by extending the African Growth and Opportunity Act to 2026-12-31 in section 5019 of P.L. 119-75.
