Develop a hemisphere-focused energy policy with Mexico and Canada
Printed page 184 6. Department of State
“Similarly, the United States must work with Mexico, Canada, and other countries to develop a hemisphere-focused energy policy that will reduce reliance on distant and manipulable sources of fossil fuels, restore the free flow of energy among the hemisphere’s largest producers, and work together to increase energy production, including for nations that are looking for dramatic economic expansion.”
What has happened
- Not started
Searched; there is no hemisphere-focused energy policy, and the administration moved the other way on the free flow of energy the Quote asks it to restore. Executive Order 14193 imposed additional duties on imports from Canada, with section 2(b) setting a separate — lower but non-zero — rate for “energy or energy resources … that are products of Canada”; the companion order of the same date did the same for Mexico. Tariffing energy from the hemisphere's two other largest producers is the opposite of restoring its free flow. No trilateral or hemispheric energy initiative with Mexico and Canada appears in the Federal Register, in whitehouse.gov presidential actions, or in the State Department's 2025-2026 press index; the Department's in-window energy diplomacy is Iran sanctions, the Pax Silica critical-minerals framework, Indo-Pacific energy security and civil-nuclear work with Argentina.

Research notes
- Negative search: White House presidential actions and presidential documents in the Federal Register searched for “hemisphere” and “energy”; state.gov’s sitemap searched for “energy” among its 2025-2026 releases (15,094 URLs indexed).
- Counterpoint recorded but not treated as delivery: the President issued routine cross-border presidential permits for Canadian pipeline facilities through the window (four on 2026-04-15, three on 2025-06-30, Federal Register 2026-07716 to 2026-07718 and 2025-12509 to 2025-12511). These are individual facility permits, not a policy.
