Develop a plan to relocate EPA regional offices

“Developing a plan for relocating regional offices so that they are more accessible to the areas they serve and deliver cost savings to the American people.”

What has happened

  1. Partially done

EPA has a documented space plan for its regional footprint, and it delivers the cost savings the Quote wants — but not the relocation. The Buildings and Facilities request records a consolidation that took EPA staff out of the Ronald Reagan Building in FY2025, cutting 323,000 square feet of leased space and $18 million a year in rent, and says the agency has "begun to plan the process" for the Region 4 headquarters and the Los Angeles facility. Every regional office remains in the city it was in on 2025-01-20.

Research notes

  • The Buildings and Facilities chapter of EPA’s congressional justification is the only allowlisted document that plans anything about where regional staff sit. It is undated beyond its June 2026 upload path; the event is dated to the first of that month.
  • The plan is a cost plan. Nothing in it moves a regional office closer to the areas it serves, which is the other half of the Quote.
  • The regional laboratory consolidations in the same document are #1135.
