Develop with industry a prioritized list of defense acquisition reforms

Partially done

Printed page 96 4. Department of Defense

“Collaborate with industry to develop a prioritized list of reforms that the DOD and Congress can enact and implement to incentivize industry to help America's military innovate and field needed capabilities.”

What has happened

  1. Partially done

The FY2026 NDAA sec. 1844 requires the Secretary, within 120 days, to identify one or more consortia to serve as a collaborative forum for government, private sector, academia and non-profit expertise on the defense industrial base, with working groups on eliminating barriers to doing business with the Department, supply-chain fragility, financial incentives and workforce; sec. 1844(c) requires the Secretary to use their work in revising Department policy, and sec. 1844(d)(3) requires an annual briefing to the Armed Services Committees including "any recommendations for actions by Congress." The mechanism is enacted; no prioritized list has been published.

  2. Attempted

EO 14265 sec. 4 orders the Secretary of Defense to review and revise Department instructions, implementation guides, manuals and regulations relating to acquisition — including the Financial Management Regulation and the Defense Federal Acquisition Regulation Supplement — and to apply the ten-for-one rule to any new supplemental regulation. A deregulatory directive, run inside the Department rather than with industry.

Research notes

The Quote asks for a joint government–industry list of reforms for DOD and Congress. The FY2026 NDAA sec. 1844 creates precisely that forum and requires it to feed recommendations for congressional action.
