A Federal Register full-text search of presidential documents published since 2025-01-20 returns zero for the quoted phrase "Regulatory Flexibility Act" and zero for "Office of Advocacy"; the whitehouse.gov presidential-actions corpus contains neither phrase. The four deregulation orders that do exist — EO 14192 (Unleashing Prosperity Through Deregulation), EO 14219 (DOGE Deregulatory Initiative), EO 14267 and EO 14270 — were read in full at govinfo and contain no occurrence of "Regulatory Flexibility", "advocacy" or "small business". EO 13272 (2002) already directs agencies to establish procedures for RFA compliance and to give the Chief Counsel notice of draft rules, which is why pre_satisfied was considered and rejected: the ask is for a fresh directive of the 2017 kind, and the flag means this specific ask was already satisfied.   • The nearest thing inside the window is an agency memorandum, not a presidential one: Administrator Loeffler’s Day One priorities (2025-02-24) directs the SBA to empower Advocacy to use its RFA and SBREFA powers “and partner with all federal agencies”.
