    The mechanism that actually compels repayment was switched on for 562,000 borrowers: the SBA referred them to Treasury's Bureau of the Fiscal Service for collection on $22.2 billion in delinquent PPP and COVID-EIDL debt — its largest referral package on record — after, on its own account, none of them had been "compelled to repay" under the prior administration. `partial` and not `done`: the SBA OIG's estimate of pandemic-program fraud is about $200 billion, so the tranche compelled to repay is a fraction of the population the Quote describes.

    The SBA issued letters to 38 Planned Parenthood affiliates requiring them to document their eligibility for more than $88 million in PPP loans or send the money back, warning that affiliates found to have certified falsely face "repayment of the loan, ineligibility for loan forgiveness, and possible referral for civil or criminal penalties". A demand for repayment against a named class, not yet a repayment.

  • The Quote is about entities that “did not meet eligibility for forgiveness” being made to pay back. The Treasury referral covers delinquent PPP and COVID-EIDL loans flagged for suspected fraud, which overlaps but is not identical: a forgiven loan is not delinquent. The Planned Parenthood letters are the clearer instance of the Quote’s exact case, which is why both events are recorded.
  • Suspension of a borrower (111,620 in California, 27,486 in Ohio, 7,800 in Wisconsin, 6,900 in Minnesota, 1,500 in Maine) bars future SBA lending and 8(a) participation; it does not compel repayment, so it is logged on #2034 rather than here.
