    The Department's report to Congress under SFOAA §7019(e), "A Strategy to Expand the Historic Abraham Accords", makes expansion of the Accords an organizing aim of Middle East policy and of assistance: geographic expansion after Kazakhstan's accession of 6 November 2025, regional economic integration through TRIPP, the Trans-Caspian Trade Route and IMEC, and the Board of Peace encouraging prospective members to join Gaza's transformation "through humanitarian assistance, economic development, and governance reform". The Quote's specific mechanism is not delivered: Morocco appears only as a recipient of $30.29 million in FMS and $10 million in FMF, Sudan does not appear at all, and there is no joint-investment collaboration with the UAE and Israel directing development assistance to either country.

  • The instrument that would carry the Quote’s mechanism is the Department’s report to Congress on “A Multiyear Strategy for the Promotion of Multilateral Cooperation Projects Between the United States, Israel, Morocco, and Other African Countries” (https://www.state.gov/wp-content/uploads/2026/01/A-Multiyear-Strategy-for-the-Promotion-of-Multilateral-Cooperation-Projects-Between-the-United-S.pdf, in the FY25 SFOAA index). Its whole text reads: “The Department of State has no updates to the information contained in the report … which was transmitted to Congress on April 28, 2025. … There have been no new developments in this strategy since the last submission.” It is not written as Evidence because the update itself carries no date of its own.

  • Date note: the strategy report carries no printed date; 2026-05-11 is the last-modified date the state.gov sitemap gives for its page, and its PDF’s address places the upload in May 2026. The alternative dating does not change the Status.

  • “Abraham Accords” returns 0 Federal Register documents for the window; the 22 hits in P.L. 119-75 are §6611’s Abraham Accords Office inside the FDA, a drug-approval provision unrelated to aid.
