Drop ongoing Title IX gender identity investigations and notify districts

What has happened

OCR rescinded provisions of six resolution agreements - Cape Henlopen, Delaware Valley, Fife, La Mesa-Spring Valley, Sacramento City Unified and Taft College - and announced it "will therefore no longer monitor or enforce these agreements", telling those districts they are "freed from these terms". That delivers the notice half of the ask for six districts. It does not drop all ongoing gender-identity investigations: OCR is running Title IX investigations in the opposite direction throughout the window, and no allowlisted source says the closures are complete.

OCR directed that open Title IX investigations begun under the 2024 rule be immediately reevaluated against the 2020 rule. Reevaluation is not the dropping the Quote asks for, but it is the concrete first step.
