Dual-hat the DFC chief development officer with USAID

“The easiest way to foster this alignment is to “dual hat” the role of DFC’s chief development officer so that he or she serves simultaneously in both institutions.”

What has happened

Playbook §3b, an ask addressed to a body that no longer exists, applied to the ask's counterparty rather than its addressee: a dual hat needs two institutions, and one of them is gone, so USAID's abolition defeats the ask rather than delivering it. USAID ceased implementing foreign assistance on 2025-07-01 and its own Federal Register notice records "the transition of certain foreign assistance functions to the Department of State and a reduction-in-force of nearly all USAID personnel"; nobody can serve simultaneously in it. That abolition is carried here as the record moving the other way. The record also moved nearby, and Congress rewrote the same office toward the same alignment: section 8725 of the DFC Modernization and Reauthorization Act of 2025, enacted as Title LXXXVII of the FY2026 National Defense Authorization Act, amends the BUILD Act's Chief Development Officer provision: the appointment moves from the Board to the Chief Executive Officer, and the officer's duties now expressly include representing the Corporation in interagency meetings and processes relating to international development, working with other federal departments and agencies to identify projects and investment opportunities, and supporting coordination "by directly liaising with the relevant members of United States country teams serving overseas". The FY2026 appropriations act separately requires the Secretary of State and the DFC Chief Executive Officer to ensure DFC programs funded by transfers are "coordinated with, and complement, foreign assistance programs implemented by the Department of State".

Research notes

  • This is an appointment ask, so our roster of the people credited in the Mandate was checked first; no one on it currently holds an office matching this post.
  • Boundary call, settled: read literally the ask is a personnel arrangement that did not happen. The first reading recorded partial because the institution the Mandate wanted alignment with no longer exists and Congress pursued the stated purpose - “the easiest way to foster this alignment” - through the same office by statutory duty, and flagged it for review.
  • Re-leveled 2026-09-01: partial → not started. The rule for an ask addressed to a body that no longer exists answers No - the ask’s object cannot be in the asked-for state with USAID gone - and the rule that progress is measured on this ask says the same, because giving the DFC Chief Development Officer interagency liaison duties is not dual-hatting that officer at USAID. Both congressional instruments stay attached as Evidence, as action nearby.
