OPNAV was reorganized in the window and the reorganization went the other way. NAVADMIN 123/26, signed by the Chief of Naval Operations, records that effective 2026-05-04 the Deputy Chief of Naval Operations for Information Warfare (N2N6) was disestablished and its portfolios redistributed, and that the new structure 'will institutionalize the management of IW requirements and resourcing under the DCNO for Warfighting Requirements and Capabilities (N6N9), who will serve as the Single Accountable Officer'. The same message shows where Warfighting Development now sits: it names the receiving directorate as 'DCNO for Intelligence, Operations, Plans, Strategy, and Warfighting Development (N2N3N5N7)' — N7 as one letter of a five-hat DCNO, not a headquarters staff elevated in its own right. NAVADMIN 017/26 of 2026-01-23 is signed out of the same combined code (MSGID … /CNO WASHINGTON DC/N3N5N7/). So requirements authority was consolidated in the window, into N6N9 rather than into N7, which is the opposite of what the Quote asks. Searched: "N7", "warfighting development" and "warfighter development" across the 630 NAVADMIN and ALNAV subject lines for 2025-2026 (the four OPNAV hits are this realignment and three unrelated instruction updates); the 2,099 www.navy.mil RSS items (one hit, a 2024 bilateral staff talk); the FY2026 NDAA (no occurrence, no OPNAV reorganization provision); the Federal Register, which carries no Navy headquarters reorganization in the window.

Research notes
One negative search covered the Navy headquarters and training asks on page 112, #203 and #204, and it was extended on 2026-09-06 by a search of everything www.navy.mil published in the window.
Correction, 2026-09-06. This log used to say that navy.mil refused every request we made — “which is where such an announcement would live” — and treated the absence of a record as weak evidence either way. The premise was false — the bare hostname navy.mil does not resolve, and https://www.navy.mil/ opens — and the conclusion was wrong twice over, because the announcement does not live on navy.mil at all. OPNAV internal structure is announced by NAVADMIN, and the whole NAVADMIN and ALNAV series for 2025 and 2026 is indexed by number, subject and date at https://www.mynavyhr.navy.mil/References/Messages/, 630 messages, every one of them a readable PDF. Reading that index is what turned an “absent record” into the dated realignment now in this item’s history.
Note what the negative does and does not cover. It is strong about OPNAV structure, because NAVADMIN is the instrument that announces it and the series was enumerated. It says nothing about how N7 is resourced or manned inside the combined directorate, which no published instrument would show.
