“By drawing resources from across the DOE, the OCED has already grown to 70 personnel in six months. If OCED is eliminated, those positions can be eliminated. If OCED is reduced, its personnel can be reduced to fit its scope.”

OCED was not eliminated and its positions were not eliminated. The office continues under CMEI with a named Director and Deputy Director and a full program portfolio. No reduction in force, staffing ceiling or position abolition specific to OCED was found.

Conditional ask: if OCED is eliminated the positions can be eliminated, if reduced they can be reduced to fit. Neither condition has been met (see #969).
