Congress has not moved against CEP. It is absent from P.L. 119-21, whose nutrition subtitle stops at SNAP, and absent from the House-passed farm bill: H.R. 7567's Title IV Nutrition runs from Sec. 4101 to Sec. 4310 and contains no CEP provision, no identified-student-percentage change and no school-meal eligibility restriction. A bill-title search over the 119th-Congress Corpus for "Community Eligibility" returns nothing; every school-meal bill in the Corpus runs the other way, the largest being the Universal School Meals Program Act of 2026 (H.R. 8798 / S. 4518, both referred to committee 2026-05-13).
