“The President should eliminate the Interagency Working Group on the Social Cost of Carbon (SCC), which is cochaired by the OSTP, OMB, and CEA, and by executive order should end the use of SCC analysis.”

What has happened

  1. Done

EO 14154 section 6(b) is unambiguous: "the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG), which was established pursuant to Executive Order 13990, is hereby disbanded, and any guidance, instruction, recommendation, or document issued by the IWG is withdrawn as no longer representative of governmental policy" — naming in particular the February 2021 technical support document and every estimate of the social cost of carbon, methane and nitrous oxide built on the group's work. EO 13990, which created it, was itself revoked the same day by EO 14148 section 2(f).

Research notes

Read EO 14154 in full at govinfo. The working group was co-chaired by OSTP, OMB and the CEA, as the Quote says; disbanding it removes the body, not merely its output. The related ask — ending the use of social cost of carbon analysis — is #93.
