“Congress should eliminate the U.S. Trade and Development Agency (USTDA).”

What has happened

  1. Not started

Congress moved the other way: division F of the FY2026 Consolidated Appropriations Act (Public Law 119-75) appropriated $87,000,000 to the Trade and Development Agency, available until 2027-09-30. USTDA was not named in either of the 2025 executive orders shrinking small agencies (EO 14217, EO 14238) nor in the January 2026 memorandum withdrawing the United States from 66 international bodies, and it is still programming new projects.

What was searched, and what didn’t count as evidence

Research notes

  • USTDA appears nowhere in the Federal Register Corpus as an issuing agency and nowhere in the presidential-actions file. EO 14217 (2025-02-19, “Commencing the Reduction of the Federal Bureaucracy”) and EO 14238 (2025-03-14, “Continuing the Reduction of the Federal Bureaucracy”) name other small agencies, not USTDA.
  • The FY2026 President’s Budget requested USTDA’s operating level unchanged at $87.0 million (reported in CRS IF10673, congress.gov/crs-product/IF10673, and CRS R48624) — recorded as a lead: the CRS landing pages return HTTP 403 to automated fetches. The appropriation itself was read in the enrolled text of Public Law 119-75 and is the Evidence above.
  • No 119th-Congress bill in the Corpus is titled as eliminating USTDA.
