Eliminate Treasury's Climate Hub Office

Partially done

Printed page 709 22. Department of the Treasury

“The next Administration should eliminate the Climate Hub Office and withdraw from climate change agreements that are inimical to the prosperity of the United States.”

What has happened

  1. Partially done

The second half of this Quote was delivered in part and the first is undocumented. Treasury notified the Green Climate Fund on January 8, 2026 that the United States is withdrawing from the Fund and stepping down from its Board seat, effective immediately — "In alignment with the Trump Administration's decision to withdraw from the UN Framework Convention on Climate Change (UNFCCC)" — which is a withdrawal from a climate arrangement Treasury itself judged contrary to United States prosperity. The Climate Hub Office's fate is not recorded on any allowlisted page: Treasury's sitemap of 19,772 URLs carries no Climate Hub page and no climate policy pages at all beyond four archived featured stories, and a Federal Register full-text search for the quoted phrases "Climate Hub" and "Treasury Climate Hub" since 2025-01-20 returns zero documents.

  2. Partially done

The Climate Hub is gone from every current Treasury artefact, and the earliest dated instrument that shows it gone is Treasury Order 101-05 of 2025-02-07. That Order — "Reporting Relationships and Supervision of Officials, Offices and Bureaus, and Delegation of Certain Authority in the Department of the Treasury", signed by Secretary Bessent — supersedes the Order of 2022-09-20 and enumerates every official who reports to the Secretary or through the Deputy Secretary: the Under Secretaries, the General Counsel, the Assistant Secretaries, the Treasurer, the bureau heads. The word "climate" does not appear in it once. The corroboration is consistent and current: Treasury's own climate policy page, the URL the FY2025 Congressional Justification gave as where the Hub's work was published, now returns HTTP 404 (control — `home.treasury.gov/policy-issues/tax-policy` returns 200 with content); `home.treasury.gov/about/offices/climate-hub` 404s; the Department's organizational chart, last modified 2026-08-18, carries no Climate Hub box; the live offices index does not list it; and Treasury's numerical and keyword indexes of Orders and Directives contain zero occurrences of "climate". **What no instrument does is say the office was abolished, or when.** 2025-02-07 is the date by which the record shows it gone, not a date of abolition, and it is recorded as such.

What was searched, and what didn’t count as evidence

Research notes

Two-object ask, one object delivered in part, so partial under playbook §3b. The climate-agreements half is also tracked at the major tier as #2000 (partial on 2026-01-27, when the Paris withdrawal took effect); this item is dated to Treasury’s own act because the Quote is addressed to Treasury.

Read-queue ticket 07, 2026-09-06 — searched, bounded, and still undated. What the office was is established from the pre-window side: the FY2025 Congressional Justification for Departmental Offices Salaries and Expenses (home.treasury.gov/system/files/266/03.-DOSE-FY-2025-CJ.pdf, dated 2024-03-08) has a section headed “Combating Climate Change” saying “a small number of staff in the Climate Hub are providing cross-Departmental coordination and strategic direction on issues related to climate change”, that “the Treasury Climate Hub coordinates and enhances existing climate-related activities”, and pointing readers at home.treasury.gov/policy-issues/climate-change for the detail. That page is now a 404 and the sitemap’s 19,772 URLs grepped for climate return four items, all news or featured stories — no office page and no policy page.

Three things searched that did not produce a date, each recorded so the next pass does not repeat them. No press release: Treasury’s machine-readable indexes at home.treasury.gov/news-data/press-releases/search/2025.json and …/2026.json carry exactly one climate item each, a 2025-01-16 homeowners-insurance report four days before the window opens and the 2026-01-08 Green Climate Fund withdrawal below. No Treasury Order or Directive: the numerical index of Treasury Orders and both keyword/subject indexes were read and contain no “climate” entry, against a positive control on “management”. The FY2026 Congressional Justification cannot carry the finding, and it is worth saying why so nobody leans on it: the FY2026 Departmental Offices chapter is 8 pages against the FY2025 edition’s 34, and its Table 1.1 collapses Departmental Offices into five program lines with no office-by-office FTE table at all — the absence of a Climate Hub line there is an artefact of the document being rewritten, not evidence about the office. There is no FY2027 justification to compare against.

The rung is unchanged. This is a two-object Quote; the first object is now evidenced as delivered, and the second — withdrawal from climate agreements inimical to United States prosperity — is delivered in part, which is what #2000 records and what keeps this at partial under §3b.
