“The new Administration should work with Congress on legislation, such as the Lease Now Act and ONSHORE Act, to increase state participation and federal accountability for energy production on the federal estate.”

What has happened

  1. Not started

No Lease Now Act and no ONSHORE Act exists in the 119th Congress. A search of all 18,433 bills in the congress.gov corpus for the window returns nothing titled "Lease Now" and nothing titled "ONSHORE Act" other than the unrelated ONSHORE Manufacturing Act (S. 4994, introduced 2026-07-15, about domestic manufacturing rather than federal leasing); a full-text Federal Register search for either name across all document types returns nothing, and no administration request for either bill appears in Interior's press releases for 2025 or 2026. Congress did legislate on federal leasing — §§50101–50102 and 50262 of P.L. 119-21 mandate offshore and onshore lease sales and cut the onshore royalty rate — but that is a different instrument doing a different thing, and it is tracked at #1466 and #1468.

Research notes

Neither bill was reintroduced in the 119th Congress under either name. The leasing changes the Mandate wanted from them came instead through the reconciliation act.
