The House passed the Midnight Rules Relief Act, 212-208, on 12 February 2025 (Roll no. 41), under a closed rule provided by H. Res. 122. The bill amends chapter 8 of title 5 to allow joint resolutions of disapproval to cover multiple rules at once — the en bloc packaging the Quote wants. It was received in the Senate the next day and referred to Homeland Security and Governmental Affairs, where it has not moved; the Senate companion, S. 164, was ordered reported without amendment on 6 August 2026 but has had no floor vote. Passage by one chamber is as far as this has gone.
