    OMB published the rewrite for comment. The proposed "Regulation for Federal Financial Assistance" would revise 2 CFR part 200 and the surrounding parts — the Guidance for Grants and Agreements — to improve "transparency, accountability, and oversight for Federal awards across the Federal Government", to hold recipients accountable when they fail to meet standards, to ensure "unlawful discrimination is no longer permitted" at any stage of award-making, and to clarify the regulatory status of the OMB requirements themselves. Some ninety grant-making agencies proposed conforming changes to their adopting regulations at the same time. The mechanism is in place; the rule is not final.

    The President ordered the revision. EO 14332, Improving Oversight of Federal Grantmaking, section 5 directs that "the Director shall revise the Uniform Guidance and other relevant guidance to streamline application requirements and to further clarify and require all discretionary grants to permit termination for convenience, including when the award no longer advances agency priorities or the national interest", and further to "appropriately limit the use of discretionary grant funds for costs related to facilities and administration." Section 6 required every agency to review its standard grant terms and report to the Director within 30 days. A directive, not yet a rule.

The Quote’s second clause — that OIRA “ensure that federal contract and grant guidelines satisfy EO 12866 and other centralized standards” — is partly answered by the same instruments: EO 14173 section 3(c) directs the OMB Director to review and revise government-wide contracting and grant processes, and the Uniform Guidance rewrite is itself an OMB rulemaking subject to EO 12866. Held at partial because the rule is a proposal.

  • EO 14332 grant-process sweep (2026-09-29). This item already carries EO 14332 §5 as its 2025-08-07 attempted event and OMB’s proposed Regulation for Federal Financial Assistance (2026-05-29) as partial. The order’s §2(a) excludes components of the Executive Office of the President from “agency”, but §5 is addressed to the OMB Director by name, so the exclusion does not touch this item.
