“Establish a significant emissions rate (SER) for greenhouse gasses (GHGs).”

What has happened

  1. Not started

No significant emissions rate for greenhouse gases has been established. EPA instead removed the basis for regulating them: the February 2026 rescission of the 2009 endangerment finding and the motor vehicle greenhouse gas standards ends the regulation that would have made a permitting threshold necessary. The Quote asked for a number; the agency removed the question.

What was searched, and what didn’t count as evidence

Research notes

  • Negative search (2026-08-27): a Federal Register full-text search for a significant emissions rate for greenhouse gases returns no EPA rule or proposal in the window; none of the EPA final or proposed rules we keep and search is a prevention-of-significant-deterioration rulemaking establishing one.
  • EPA went a different way. Rescinding the endangerment finding and the motor vehicle standards on 2026-02-18 removes the trigger that made greenhouse gases a regulated pollutant for permitting purposes, which makes a significant emissions rate unnecessary rather than delivering one. That contrary path is on the event as Evidence, because action against an ask is shown with its citation rather than left as a bare negative.
  • Unified Agenda, read 2026-09-01. We read EPA’s full Unified Agenda on reginfo.gov (214 entries across the active, long-term and completed stages), because the Federal Register prints only the entries that need a Regulatory Flexibility analysis, and the 2026-08-27 negative was taken from that abbreviated version. No entry anywhere in the 214 names a significant emissions rate, and the only Prevention of Significant Deterioration entry is RIN 2060-AW75, a paragraph-designation correction. The negative reaches the agenda as well as the Federal Register.
