EPA has proposed to gut the reporting program, and gone wider than the Quote asked. Having listed reconsideration of the Greenhouse Gas Reporting Program among its 31 deregulatory actions in March 2025, the agency proposed in September to "remove program obligations for most source categories" and to suspend the remaining petroleum and natural gas segments until reporting year 2034. The proposal is not final; reporting continues under extended deadlines.

The proposal goes further than the Quote: it would remove reporting for most source categories and suspend the rest of subpart W — petroleum and natural gas systems — until reporting year 2034, rather than only for categories that are not currently regulated.
Not final in the federal records we keep and search. What EPA has finalized on the reporting program is the annual reporting-deadline extensions of 2025-03-20, 2026-02-27 and 2026-06-05, which push dates rather than remove obligations.

Reviewed 2026-10-14. A fourth deadline push, and still no final reconsideration rule. By interim final action EPA moved the reporting-year 2025 deadline from 2026-10-30 to 2027-03-10 (FR 2026-20982). It “only changes the reporting deadline … and makes no other changes to the rule”. Obligations are deferred, not removed, so this is no new rung and it is not a reversal. It does show that, as of 2026-10-14, the September 2025 proposal had not been finalized in time for this year’s cycle. Read from its abstract only.
