Establish an interagency maritime coordination office
Printed page 156 5. Department of Homeland Security
“An interagency maritime coordination office focused on developing and overseeing comprehensive efforts to advance the nation's maritime interests and increase its military and commercial competitiveness should be established.”
What has happened
- Attempted
EO 14269 creates the interagency machinery the Quote's office would house, without creating an office. It requires the Assistant to the President for National Security Affairs, coordinating with State, Defense, Commerce, Labor, Transportation, Homeland Security and the U.S. Trade Representative, to deliver a Maritime Action Plan to the President within 210 days; makes the Director of OMB responsible for all legislative, regulatory and fiscal assessments related to the plan; and routes every report and recommendation through the National Security Council process under National Security Presidential Memorandum 1 (section 22). Its twenty substantive sections cover exactly the Quote's remit - military and commercial maritime competitiveness, the industrial base, mariner training, Arctic waterways, shipbuilding. No standing office was established, and the plan is delivered to the President rather than overseen by a permanent body.

Research notes
Boundary call. The Quote asks for an office to be established; EO 14269 sets up a time-limited interagency planning process instead, which is a step toward the function and not a step toward the institution. Attempted reads the order as concrete administration action on the subject matter that has not yet produced the thing asked for; a reviewer could reasonably hold this at not started on the ground that a plan is not an office.
Negative search: White House presidential actions and presidential documents in the Federal Register were searched for maritime titles across the window; the results are EO 14269 (2025-04-09), the Arctic Security Cutters memorandum (2025-10-08) and the memorandum of 2026-08-13 on rebuilding the Navy and the shipbuilding industrial base. None establishes a maritime coordination office.
