Moved the other way. USAID notified Congress on 2025-03-28 that it would realign some functions to the State Department by 1 July 2025 and discontinue the rest, and on 2025-07-01 the Secretary of State announced that USAID officially ceased implementing foreign assistance. USAID has no roster of contracting and agreement officers to expand, and the successor acquisition workforce shrank rather than grew: State's report to Congress on the FY2025 workforce reduction records that "the largest reductions occurred in the bureaus reporting to the Under Secretary for Management", which is where the Bureau of Global Acquisitions sits. No use of program funds to hire acquisition staff for foreign assistance was found.
